At the  Autumn Forum 2025, SHTP signed and awarded four strategic cooperation documents with US technology “eagles” in the fields of semiconductors, artificial intelligence (AI) and data centers. These commitments not only affirm SHTP's pioneering role in the field of high technology but also open a new chapter for the semiconductor industry and Vietnam's digital economy, creating a solid foundation for the goal of bringing Ho Chi Minh City to the top. SHTP's outstanding progress at the Autumn Forum 2025

In the context of Vietnam - United States relations being upgraded to Comprehensive Strategic Partnership, the business trip of the high-ranking delegation of Ho Chi Minh City. Ho Chi Minh led by the Chairman of the People's Committee to the United States from October 15 to 19, 2025 has special economic and diplomatic significance. Ho Chi Minh - United States Autumn Forum 2025, with the theme “New City - New Opportunities - Mutual Prosperity”, is held in California, bringing together more than 150 units, corporations and businesses from the two countries. The event not only demonstrates the determination to strengthen comprehensive cooperation but also affirms the core role of the Saigon Hi-Tech Park (SHTP) in the City's overall development strategy.

Under the witness of the Chairman of the Ho Chi Minh City People's Committee, with leaders of key departments, divisions and branches of the City, the Consul General of Vietnam in San Francisco and representatives of the San Francisco Government, Professor, Dr. Nguyen Ky Phung – Chairman of Saigon Hi-Tech Park – awarded four strategic cooperation documents with leading US technology corporations.

The four signed documents are not just individual cooperation commitments, but are important links in the comprehensive development picture of the high-tech ecosystem at SHTP. From fundamental data infrastructure, research and development (R&D), high-quality human resource training to high-tech manufacturing supply chain, each agreement plays an essential role, complementing each other, contributing to bringing Vietnam to new levels in the global technology value chain.

Evolution Data Centers: Infrastructure foundation for the digital economy

Within the framework of the Autumn Forum 2025 program is the signing of a Project Development Cooperation Agreement (PDCA) between Saigon Hi-Tech Park (SHTP), represented by Dr. Nguyen Ky Phung – Chairman of Saigon Hi-Tech Park, and Evolution Data Centers Group, represented by Chief Executive Officer (CEO) Darren Michael Webb. The PDCA agreement outlines a specific implementation roadmap for the preparation of building a large-scale data center (Hyperscale Data Center Campus) with a total committed investment capital of 500 million USD in the High-Tech Park. The project will be constructed at SHTP, serving large customers and AI development customers proposed by Evolution Data Centers.

Evolution Data Centers' project will be an infrastructure push to spread the development of the foundation for the Digital Economy. This PDCA Agreement foresees a roadmap with detail timelines: (i) Complete investment procedures in December 2025 and sign a land lease contract in the first quarter of 2026. SHTP commits to coordinate and support Evolution Data Centers in working with relevant authorities to ensure power supply (up to 50MW-100MW), water, and technical infrastructure in sync with the project's construction progress. judgment.

Sharing at the Forum, Mr. Darren Webb, CEO of Evolution Group in Vietnam, commented: “Vietnam is emerging as a potential data center market in the ASEAN region, thanks to rapid economic growth, a young technology-savvy population, high Internet usage rate and competitive land and electricity costs.”

AMD: From commitment to action – Launching the Semiconductor R&D and Human Resources Training Center

Also within the framework of the Autumn Forum 2025, SHTP and AMD Group awarded the Project Implementation Plan, concretizing the Memorandum of Understanding signed with the City People's Committee. Ho Chi Minh in June 2025. According to the plan, AMD will establish the first Research & Development (R&D) Center in Vietnam, located at the Electronics and Semiconductor Circuit (ESC) Center in SHTP, and deploy a high-quality human resources training program in semiconductors and AI for about 500 students in the period 2025–2026, with all funding paid by AMD.

Speaking at the Forum, a senior representative of AMD especially emphasized the choice of SHTP as the location for the Strategic R&D Center, and sent deep thanks to the SHTP for creating favorable conditions for technical infrastructure and research environment. This center is expected to become a “technology bridge”, linking Vietnam's talented engineering team with AMD's global research network, where breakthrough ideas about AI and advanced chip design are formed and developed.

Intel: Expanding cooperation, connecting investment with human resource development, strengthening the semiconductor ecosystem at SHTP

Solving the problem of the shortage of human resources with practical skills in the field of semiconductors, SHTP and Intel Corporation signed a Memorandum of Cooperation, marking a new phase of strategic cooperation between Ho Chi Minh City and the world's leading semiconductor corporation and also the oldest and largest investor in the High-Tech Park.

According to the document signed by SHTP Chairman Dr. Nguyen Ky Phung and General Director of Intel Vietnam Tse Kenneth, Intel expressed its intention to sponsor a series of used machinery and equipment in the chip packaging and testing process (packaging and testing) for SHTP, for the sole purpose of serving training and research.

The expected sponsorship list includes 16 types of specialized machinery such as chip welding oven (Chip Join Oven), chip base position measurement system (DPMS) and component attaching machine (AX5 Chipshooter). These are important devices, allowing engineers and students to practice directly on real technology lines, a prerequisite for building a workforce ready for the semiconductor industry.

The signing of this flexible Memorandum of Understanding demonstrates SHTP's practical and agile approach in building core training capabilities, based on a deep and trusted partnership with strategic investor - Intel.

TJ Aerospace: Upgrading investment - Affirming the attractiveness of SHTP

Completing the picture of the high-tech ecosystem, the event at the Autumn Forum 2025 is also an opportunity for SHTP to honor and accompany existing investors.

At the ceremony, SHTP Chairman Dr. Nguyen Ky Phung - awarded the adjusted Investment Registration Certificate to TJ Aerospace Vietnam Co., Ltd. This adjustment has important strategic significance, demonstrating the transformation and upgrading of the value of active projects at SHTP. Specifically, TJ Aerospace increased its total investment capital to 204.8 billion VND (equivalent to about 8.44 million USD) and expanded its production target to manufacturing precision mechanical parts and details for the semiconductor chip industry.

This decision of a long-time active investor is a clear demonstration of the attractiveness of the investment environment at SHTP, showing that the High-Tech Park is not only a starting place for the project, but also a launching pad to expand scale and deeply participate in the global technology supply chain.
