Mission

Saigon Hi-Tech Park (SHTP) is a National Hi-tech Park, established by the Prime Minister with the mission of enhancing endogenous capacities in science and technology, promoting hi-tech development of Ho Chi Minh City and Southern Focal Economic Zone of Vietnam.

Aiming to be the leader in promoting and improving the quality of growth and competitiveness of the economy of Hochiminh City and Vietnam. Striving for making SHTP really the leader for innovation, start-up business on the technology platform and the region's hi-tech leading development center.

  • SHPT, one of the only three National Hi-Tech Parks, was established by Vietnam Prime Minister. With the total area of 913 hectares strategically located in the Northeast of Ho Chi Minh City, SHTP's vision is to become a technology and science city that will greatly enhance the economic, technological, and intellectual base of Ho Chi Minh City and Southern focal Economic Region of Vietnam, being the fertile field to attract capital, technology and human resources for Vietnam's hi-tech industry development.
  • Contributing to Vietnam's effort to boost the industrial-ization and modernization process to turn Vietnam into a basically modern industrial country by 2020, SHTP has been working ceaselessly to create favorable environ-ment for hi-tech investment and hi-tech innovation.
  • SHTP welcomes and highly appreciates investments and co-operations with local and foreign companies, institutes, universities, scientists, experts; technology innovative ideas... towards the formation of a dedicated and sustainable environment for hi-tech activities.

Objectives

Long-term objectives

(i) Facilitating and directly engaging in the enhancement of science and technology content in goods and services, creating high added value and competitiveness in international integration.

(ii) Capacity building in technology and hi-tech for the region and the whole country;

(iii) Forming a modern production force as the nucleus for the Southern dynamic economic region, promoting the industrialization and modernization of the country.

Mid-term and short-term objectives:

(i) Create a favorable environment for attracting foreign direct invest-ment (FDI). Forming a center for attracting hi-tech industrial production and hi-tech transfer from abroad, especially multinational companies with great potential in hi-tech. This is a key factor to ensure the success of SHTP.

(ii) Attract and gather resources for hi-tech development investment in SHTP, which has adequate conditions for importing, absorbing and adapting, contemporaneously create high-quality human resources for hi-tech production and technological research and innovation.

(iii) Facilitate innovation, incubate new technologies and support the commercialization of hi-tech R&D

KEY MILESTONES

STARTUP
(Stage 2002 - 2004)

- Issuance of Decision No. 145/2002/QĐ-TTg on the establishment of Saigon Hi-tech Park (SHTP).

- Issuance of Decision No. 53/2004/QĐ-TTg on a number of policies to encourage investment in hi- tech parks.

- Issuance of Decree No. 99/2003/NĐ-CP Promulgating the Regulation on high-tech parks.

SHAPING
(Stage 2005 - 2010)

- Established SHTP R&D Center (SHTP Labs), SHTP Training Center and SHTP Incubation Center (SHTP-IC).

- Identified as one of the five Focal Economic Projects of Hochiminh City during 2006-2010.

- Investment Certificate licensed to Nidec Corp. (Japan) - a pioneer investor.

- Investment Certificate licensed to 01 billion USD investment project of Intel Corporation (USA).

- Established SHTP Wastewater Treatment Plant

- Inauguration the Completion of SHTP Phase 1, and the Commencement of SHTP Phase 2

- Awarded with 3rd Rank Labor Medal by President of The Country.

CREATIVE
(Stage 2016 - 2019)

- Deployed a feasibility study report for the HCMC Science and Technology Park project.

- Celebrated SHTP's 15th anniversary and be awarded with 1st Rank Labor Medal

- Hosted the 21st ASPA Annual Conference in 2017.

- Investment Certificate licensed to Techtronic Industries' project of 650 million USD.

- SHTP's Board of Management and Vietnam National University of HCMC signed the Corporation Agreement.

- SHTP is the nucleus of The Create, highly interactive City of The East of HCMC in the period of 2020-2035, in which SHTP is the center of automation production and The Science Park.

ACCELERATING
(Stage 2011 - 2015)

- Be one of the five Focal Economic Projects of Hochiminh City for the period 2011-2015.

- Grand opening of Intel Products Vietnam's factory.

- Commemmorated SHTP's 10th Anniversary and proudly hosted 16th ASPA Annual Conference.

- Hosted the 1st SHTP Annual Conference in 2013

- Be granted the first technology patent on The process of preparing crystalline nanocurcumin dispersed in high concentration solution by wet grinding method of Mr. Do Thanh Sinh from SHTP R&D Center (2014)

- Produced nano-applying skin cream -the first product line from SHTP's hi-tech incubation program of Moria Phuong Vy Company (2014)

- Investment Certificate licensed to Samsung Corp.'s project of 2 billion USD.

- Awarded with 2nd Rank Labor Medal by the President of Vietnam.

INNOVATION
(Stage 2020 - 2025)

2022: Celebrating the 20th anniversary of Ho Chi Minh City Hi-Tech Park -Total state budget investment in infrastructure construction of Hi-Tech Park reaches VND 10,073 billion.

- Contribution to the State budget reached 1.214 billion USD, equivalent to 27,922 billion VND (exchange rate 01 USD = 23,000 VND) 2.79 times higher than the state budget investment (10,073 billion VND) spent on compensation, site clearance and infrastructure construction of the Hi-Tech Park.

- The accumulated production value of the whole Hi-Tech Park reached 120 billion USD, of which export turnover increased steadily every year (even during the blockade period due to the Covid-19 pandemic).

- Average expenditure on R&D activities of enterprises is 1.56% of total revenue/enterprise (according to regulations of the Ministry of Science and Technology, it is from 0.5% or more).

  • Apply Quality Management System (such as ISO 9000:2001, CMM, GMP,...).
  • Strictly in accordance with Vietnamese laws and regulations on environmental protection.

IDEAL INVESTMENT ENVIRONMENT

1. HIGHEST LEGITIMATE ENABLING TAX INCENTIVES

1.1 CORPORATE INCOME TAX (CIT) INCENTIVES

  • Tax rate equals 10% for 15 years, including 4 years of 0%, 9 years of 5% and 2 years of 10%
  • Tax rate equals 10% for up to 30 years, and is applicable for large-scale projects that use high/new technologies (highly encouraged by Vietnam government), regulated by the Prime Minister
  • Tax rate equals 10% for the project's entire lifetime, and is applicable for corporate incomes from training education, vocational training and environmental protection services (socialized sectors).

1.2 IMPORT DUTY EXEMPTION FOR GOODS WHICH ARE IMPORTED TO FORM FIXED ASSETS IN THE PROJECT, INCLUDING:

  • Equipment and machinery;
  • Special-use means of transport included in technological lines which cannot be domestically manufactured yet; worker-transporting vehicles including cars of 24 seats or more and waterway crafts;
  • Components, details, knocked down parts, spare parts, fittings, molds and accessories accompanying machinery, equipment and special-use means of transport stated above;
  • Raw materials and supplies which cannot be domestically produced yet to be used for manufacturing equipment and machinery included in technological lines or for manufacturing components, details, knocked down parts, spare parts, fittings, molds and accessories accompanying equipment and machinery stated above;
  • Raw materials, supplies and accessories which cannot be domestically produced yet and are imported for production activities of investment projects;
  • Building materials which cannot be domestically produced yet.

5. RELIABLE & REDUNDANT INFRASTRUCTURE & UTILITIES

POWER SUPPLY

  • Automatic power source system with stable power supplied by 02 stations: SHTP Station 220 KV and Tang Nhon Phu Station 110 KV.

WASTE WATER TREATMENT

  • SHTP maintains strict regulations with waste water. Waste water from tenants is required to be treated internally to meet certain standards before it is discharged into SHTP's collection system. After coming out from SHTP Waste Water Treatment Plant, the treated water is guaranteed to comply to Vietnam Standards (Column A), and is completely safe to be discharged directly to the surrounding environment
  • The capacity of SHTP Waste Water Treatment Plant in SHTP Phase I is 5,000 m³/day, expandable to 20,000 m³/day through the application of biochemical/physical treatment methods

WATER SUPPLY

  • Water source is supplied from THU DUC water plant and BINH AN water plant (one is for back-up)
  • Besides, SHTP also has a backup storage tank with the capacity of 3,500 m³ for SHTP Phase I. At the moment, the designed capacity of our water supply system is 9,500 m³/day (expandable to 24,300 m³ /day)

1. SHTP R&D CENTER

- Research & development of hi-tech products with high potential for commer-cialization and competitiveness in global market.

- Acting as coordinator for local/foreign cooperation in science and technology, receiving research orders, pilot production for resea topics from companies, institutes, technology incubators....

3. SHTP PROJECT MANAGEMENT

2. SHTP TRAINING CENTER

- Training based on the demand of enterprises as well global trend.

- Cooperating with domestic and international partners provide the high qualified courses in techniques, soft skill, foreign languages...

- Cooperating home and abroad with prestigious partners: Toyooka, Mitsubishi, ABB... forming modern automation workshops for training and research. Cooperate with Synopsys, Cadence for chip design training. Organized over 2,000 diverse training programs for more than 43,000 students; Received recruitment information from businesses and successfully introduced more than 3,700 job positions to businesses including unskilled and skilled workers; Support internship and graduation projects for more than 250 students.

4. SHTP INCUBATION CENTER

- Running programs commercializing, calling investment and scaling up, Incubation, Demo day, Mentor Network, Startup Competition, Community Program.

- Being point agency for domestic and foreign cooperation to promote start-up and innovation activities inside and outside SHTP.

- Incubating 117 projects, 56 hi-tech projects have successfully commercialized products, built brands and positions in Vietnam and international markets such as ACIS Technology, Gremsy, VeXeRe, Mideas, Cyfeer, Phenikaa MaaS, Ewater Engineering, Gannha.com, MiSmart, Tep Bac.

STRATEGIC OBJECTIVES:
  • HCMC Science Park is envisioned to become a multidisciplinary scientific and technological research center that plays as a novel factor designed to spearheading in promoting the nation's science and technology capacities, forging viable linkages between the Park's R&D activities and its neighboring leading universities and research centers, thereby hopefully significantly contributing to the development of HCMC' Northeast Science and technopolis. HCMC Science Park will be managed as a smart city model.
  • To create a favorable environment for research and development and commercialization of high technologies, thereby application results in guiding hi-tech manufacturing industries to transform the economic growth model of the city and country.

Transport between the original SHTP and the HCMC Science Park will be made convenient via the backbone road D1 which extends over Ring road 3, when this road is completed, will shorten the distance between the two Parks is only 2 km.
