Advancing the Vietnam–Russia Tech Partnership: Saigon Hi-Tech Park Opens Gateways for New Innovation Capital

The recent working session between the Saigon Hi-Tech Park Management Board and a high-level Russian trade delegation marks more than a routine diplomatic exchange. It signals a strategic shift toward channeling international technology capital into Vietnam's core digital sectors. Backed by a multibillion-dollar ecosystem and modern industrial infrastructure, Saigon Hi-Tech Park is positioning itself as an indispensable gateway to transform high-level bilateral trade commitments into concrete, high-value investment projects.

A World-Class High-Tech Ecosystem Built on Scale and Execution

Over two decades of strategic development, Saigon Hi-Tech Park has established itself as Vietnam's premier hub for technology transfer and advanced manufacturing. The park has attracted 166 domestic and foreign investment projects, accumulating a total registered capital exceeding 13.7 billion USD. The enduring presence of global industry leaders such as Intel, Samsung, Nipro, and Nidec stands as unequivocal proof of the park's operational maturity, robust infrastructure reliability, and institutional capacity to support complex, capital-intensive technology projects.

Positioning Science and Technology as a Core Strategic Pillar

Against the backdrop of a broader trade mission conducted from September 21 to 25, 2026, the executive meeting held on September 24 between the park's leadership and the Russian delegation led by the Russian Academy of Foreign Trade under the Ministry of Economic Development of the Russian Federation delivered actionable investment dialogue. Rather than focusing solely on administrative protocols, both leadership teams directly addressed opportunities to align Russian technical capabilities with Vietnam's high-tech industrial priorities.

During the session, Dr. Nguyen Viet Long, Vice President of the Saigon Hi-Tech Park Management Board, emphasized that science, technology, and innovation constitute the foundational pillar of the modern Vietnam–Russia strategic partnership. As the technological engine driving Ho Chi Minh City's transition toward a high-value knowledge economy, the Management Board reaffirmed its commitment to providing full institutional, regulatory, and infrastructural support to enable Russian enterprises to execute research and development, scale advanced manufacturing, and commercialize cutting-edge solutions in Vietnam.

Representing the delegation, Ms. Podorova Violetta of the Russian Academy of Foreign Trade praised the park's world-class master plan and dynamic investment climate. She noted that Russian technology enterprises recognize vast commercial potential in partnering with Vietnamese counterparts, particularly in complementary sectors such as information technology, industrial automation, advanced logistics, and multilateral investment promotion.

Directing Investment into High-Impact Frontiers

Executive discussions centered on directing investment and technology flows into future-ready industries, including semiconductor fabrication and design, artificial intelligence, secure data infrastructure, and digital technologies. Alongside manufacturing investment, joint R&D initiatives, high-tech engineering talent development, and cross-border tech startup incubation were designated as parallel strategic priorities.

To immediately convert high-level dialogue into commercial execution, the Russian delegation proceeded to the Galaxy Innovation Hub following the official briefing. Coordinated by the Saigon Hi-Tech Park Business Association, a dedicated business-to-business networking session brought visiting Russian delegates face-to-face with technology companies operating inside the park. The lively session facilitated direct commercial negotiations, supply chain matching, and preliminary agreement frameworks, establishing a solid foundation for upcoming joint ventures and technology investments.
